The new post of Superintendent of Registra-

tion Branch and of Parcels is one of larger scope in which a

certain amount of administrative work and much supervision

will be required. It is a post which should come within the

category of those "prize" appointments referred to in the 4th.

paragraph of your Despatch.

The remarks in the preceding paragraph

apply to the posts of Superintendent of the Money Order Office,

Senior Clerk at Hongkong Post Office and Senior Clerk at

Shanghai Post Office. The duties of the First Clerk at the

Magistracy are by no means purely clerical in their nature.

They correspond to those of Magistrate's Clerk in England and

require for. their performance some knowledge of Lar, and

familiarity with legal forms.

The Chief Clerkship in the Colonial

Secretary's Office is not a purely clerical post. One of his

principal duties is that of supervising the work of the Clerks

in the Office, and seeing that the papers are properly dealt

with and filed. He has also a great deal of work in assisting

the Clerk of Councils. But in any case this is certainly one

of those prize" appointments which should be kept on the

Sterling Scheme.
